The Emerson Child Advocate of the Year Award recognizes an outstanding Court Appointed Special Advocate (CASA) volunteer who has made significant contributions to the organizational mission of advocating for abused and neglected children and youth in foster care by representing the best interests of the child(ren) they serve.

Clint and Janice fulfilled a long-time dream in 2003 when they became foster parents to sisters Selma and Elma, whose case was in the St. Louis City Juvenile Courts. Clint and Janice saw first-hand the benefit of having an advocate for a child in foster care when they worked with CASA volunteer Lori Montrey and Jim Merlo of CASA of St. Louis’ team of attorneys. In 2008, Selma and Elma’s case – along with Clint and Janice’s story as foster parents – had a happy ending with their adoption of the girls.

More than 10 years after becoming a forever family, Selma is in her junior year at the University of Missouri-Columbia, while Elma is in her first semester at the University of Florida.

Janice directs Fit Learning, applying behavioral science to transform the learning abilities of all types of learners, and Clint is the President and CEO of Northern Trust-Missouri. Before joining Northern Trust, he served two terms as Missouri State Treasurer. Janice is a former CASA volunteer and served on the Board at Heart of Missouri CASA, while Clint serves on several local boards, including The Clark-Fox Policy Institute at Washington University, the St. Louis Community Foundation, and the Missouri Historical Society.

This year Voices for Children/CASA of St. Louis is proud to honor SSM-Cardinal Glennon Children’s Hospital for their Fostering Healthy Children program.

The program is led by a team of health care specialists with many years of experience in pediatrics, foster care and the treatment of cases of child abuse, neglect and trauma which includes Child Protection Team Director Dr. Timothy Kutz (pictured), Pediatric Nurse Practitioner Cara Christanell and Licensed Psychologist Jaimi L. Ramsey.

Fostering Healthy Children provides “continuous, comprehensive, coordinated, compassionate and culturally sensitive primary care” to children placed in the foster care system.

These children generally come from families with few resources and experience higher rates of serious emotional and behavioral problems, chronic physical disabilities, developmental delays and poor school performance.

Fostering Healthy Children has acted as both a medical provider and a resource to state agencies, community coalitions, kinship, foster and biological parents and successfully worked to improve the health and well-being outcomes of children in foster care in the Greater St. Louis area.
